Colleges and universities play an important part in the implementation of "Prospering the Nation with Science and Education" and promoting the national socio-economic development. With the development of higher education in China, the problem of human resource management has become more obvious. In this paper, the current problems of human resource management of university teachers were discussed, and connotation of human resource management in modem universities were illustrated. At last, new ideas of human resource management in modem colleges and universities were proposed.

As a high stress resistance psammophyte with the characteristic of sand fixation and winterfat, Ceratoides lanata had been successfully introduced into many countries in recent years. The leaves and twigs of Ceratoides lanata in room temperature were used as the Driver and those treated by cold stress were used as Tester. Tester and Driver ds cDNA were prepared from their high quality mRNA which were purified from their total RNA. Tester and Driver cDNA were separately digested to obtain shorter, blunt-ended molecules by RasI. Then two Tester populations are created with different adaptors, while Driver cDNA has no adaptors. Differentially expressed genes were equalized and enriched by two round subtractive hybridizations using excess Driver population as compared with Tester population. The differentially expressed cDNAs were exponentially amplified by first round suppression PCR using the diluted hybridization product as template, and then the secondary PCR was performed using the first PCR product as template by nested primers to finally enrich the differentially expressed cDNAs, which consists of the SSH library of Ceratoides lanata. These cDNAs were inserted into vectors and 362 cDNA clones were obtained. The sequencing results showed that some cDNAs of cold-stressed Ceratoides lanata SSH library have relatively high homology with known stress resistance-related genes or proteins, and other cDNAs are new genes which are firstly reported here. Our result lays a foundation for the cDNA cloning of valuable genes including antifreeze genes, heat-resistant genes, drought-tolerant genes, alkali-salt-tolerant genes from Ceratoides lanata, and their transgenic application.

For various early damage and deterioration of asphalt concrete pavement, we need to carry out painstaking investigation, detection, test and analysis; aiming at the fracture distress of asphalt concrete road. The author reasonably studied and discussed the comprehensive choice of the examining and monitoring technique to lay the foundation for the early fracture distress of the asphalt concrete road to reveal the reason. The results showed that if the asphalt concrete pavement presents local failure, but the pavement performance is excellent, we can choose nondestructive testing technology; if early distress is found to be of large area under traffic load and natural factors, the pavement performance is poor but not affecting the whole traffic, we need to choose nondestructive testing technology preferably, and if necessary, choose a few destructive testing methods; if distress is observed. If the distress showed seriously damaged in local areas while we cannot determine the reason of its damage, we need to consider nondestructive testing technology and drilling excavated test and if subgrade and pavement present apparent damage and seriously affected traffic, we choose whole excavation on subgrade and pavement.

Based on characteristic of structural performance-based seismic design and conventional performance level division standard, the composite division standard consisting of story drift angle and plastic hinge development mechanism, that is using story drift angle to reflect structural macroscopic deformation and plastic hinge development mechanism to reflect structural component microscopic deformation, is presented. Therefore, according to division of seismic performance level of reinforced concrete frame in Chinese Code CECS 160:2004, Full Operational level and Collapse Prevention level, defined as typical seismic performance level, can be determined by story drift angle. Basic Operational level, Life Safety level and Collapse Prevention level, defined as middle seismic performance level, can be determined by plastic hinge development mechanism. Push-over analysis results of six floors reinforced concrete frame have shown that composite division standard could fully reflect structural macroscopic and microscopic deformations of each seismic performance-based level, and make the operability of structural seismic performance-based evaluation and design greatly enhance.

A new polymer precursor named as polyferrocarbosilane(PFCS) was synthesized from polydimethylsilane and ferrocene. Continuous Fe-containing silicon carbide radar-wave absorbing fibers(SiC(Fe)) were prepared with the precursor by polymer-derived method. The evolutions of the SiC(Fe) fibers' structure during the preparation were investigated by TG, TG-MS, FT-IR, XRD, Si-NMR, RMS and so on. The results show that the evolutions of structure of continuous cured PFCS fibers included three stages: crosslinking among themolecules of the fibers(<= 650 degrees C), basical inorganic transformation(650 similar to 850 degrees C), and complete inorganic transformation(850 similar to 1300 degrees C). The main transformation of ferrocence in the process of PFCS prolysis may be from ferrocene, Fe5Si3 to Fe3Si.

Forestry industry is an important part of nation's economy. In this paper, a machine vision system is presented as a key module of Camellia oleifera pluck robot. In order to cut fruit image up from complicate background, SOFM neural network and gray thresh is used in image segmentation. In SOFM method, take R-B,G-R,G-B and hue H tunnel as input feature vectors, use self-organization network to clustering can get the best effect. in gray threshold method can take various of method to get the best threshold, such as PSO and GA algorithm, and MATLAB includes the toolboxes. At last use noise ratio, area ratio, divided time, Fourier boundary descriptors and other indicators to assess the accuracy of segmentation. The methods have the significance to the current and subsequent research of forestry pluck device.

Although traditional waveform analysis in time domain plays an important role in realizing engine non-disintegration fault diagnosis, this method fails to make an accurate fault diagnosis when fault waveform and normal waveform are very close. To solve this problem, a new method based on frequency space subdivision (FSS) in wavelet transform (WT) is proposed and applied in this paper. Meanwhile, a processing approach of engine data stream is introduced, which makes further waveform analysis possible. This method is applied to an injector-pulse-width waveform analysis. As for the No. 12 fault analysis, firstly a biorthogonal wavelet base with good characteristics is selected, then three-layer wavelet decomposition is used to analyze injector-pulse-width in both time domain and frequency domain, and finally the accurate fault band is located through calculation of the sum of the difference between fault and normal wavelet coefficients. The result obtains that the fault comes from the oxygen sensor, which is completely coincident with the experimental fault hypothesis. Injector-pulse-width waveform of No. 1, 8, 11 and 19 faults are also analyzed similarly. The results show that the proposed waveform analysis method improves the accuracy of the engine fault diagnosis. This method provides a supplement for the known non-disintegration engine fault diagnosis and supplies a good reference for fault diagnosis of the other large machines.
