摘要:
本文以湖南省为研究对象,通过建立新型城镇化质量与产业结构优化升级评价指标体系,借助耦合协调度模型对两系统间的耦合协调性及其时空分异进行评价,结果表明:1.湖南省产业结构升级与新型城镇化的耦合协调水平呈逐年上升趋势,但总体水平不高;2.湖南省产业结构升级和新型城镇化之间是相互依存、融合发展的关系。以此为基础,本文提出了改善城镇人口的社会管理水平、完善新型城镇化建设、优化产业结构升级的区域布局以及因区施策,加强区域协作的相关建议。

摘要:
为了实现农作物秸秆资源的高效利用和生物质能源的高效转化,文章先通过实验装置确定水稻秸秆预处理和厌氧发酵的较优工艺,再通过理论计算和Aspen模拟确定甲烷产量和发酵罐、吸收塔等关键设备的工艺尺寸,最后结合控制方法确定工艺流程,设计了一套农作物秸秆厌氧发酵产甲烷的装置。本装置比常规厌氧发酵产气装置更加优质高效,且为秸秆厌氧发酵工艺参数的优化提供一定的理论参考,实现了厌氧发酵工艺从实验室规模到工业化规模的跨越式发展。

摘要:
本文利用CMS模型分析了2001年到2019年中国与东盟橡胶贸易的影响因素,研究发现:2001年至2016年,中国对东盟橡胶产品出口结构效应显著;2017年至2019年,竞争效应的作用上升。2001年至2019年,结构效应是影响东盟对中国橡胶产品总体出口变化的主要因素。中国出口东盟的橡胶类主导产品新型充气橡胶轮胎增加源于东盟进口规模的扩大,硫化海绵橡胶制品竞争力逐渐增强。东盟出口中国的橡胶类主导产品天然橡胶的出口规模由大变小,从油中提取的合成橡胶和油膏的竞争力上升,复合橡胶出口规模和竞争力均下降。

摘要:
An approximate logic neural model (ALNM) is a novel single-neuron model with plastic dendritic morphology. During the training process, the model can eliminate unnecessary synapses and useless branches of dendrites. It will produce a specific dendritic structure for a particular task. The simplified structure of ALNM can be substituted by a logic circuit classifier (LCC) without losing any essential information. The LCC merely consists of the comparator and logic NOT, AND, and OR gates. Thus, it can be easily implemented in hardware. However, the architecture of ALNM affects the learning capacity, generalization capability, computing time and approximation of LCC. Thus, a Pareto-based multiobjective differential evolution (MODE) algorithm is proposed to simultaneously optimize ALNM's topology and weights. MODE can generate a concise and accurate LCC for every specific task from ALNM. To verify the effectiveness of MODE, extensive experiments are performed on eight benchmark classification problems. The statistical results demonstrate that MODE is superior to conventional learning methods, such as the backpropagation algorithm and single-objective evolutionary algorithms. In addition, compared against several commonly used classifiers, both ALNM and LCC are capable of obtaining promising and competitive classification performances on the benchmark problems. Besides, the experimental results also verify that the LCC obtains the faster classification speed than the other classifiers.

基于2020年180家涉农上市公司的经营业绩与财务总监(Chief Financial Officer,简称CFO)能力素质特征的数据,运用多元回归法研究了CFO能力特征与涉农类上市公司经营业绩的关联性,结果发现:涉农上市公司的CFO的个人能力素质特征性别、年龄、学历、任职年限、兼职高管、持股、职业资格和职称等指标对公司经营业绩每股收益率的影响并不显著,薪酬和持股机制对涉农公司经营业绩具有显著的影响,主要原因在于CFO能力素质较低、CFO制度不健全、CFO信息披露不规范.建议转变CFO的岗位职能,建立科学的CFO选拔制度,构建高效的CFO激励机制,以及建立规范的CFO信息披露制度.

长江经济带森林生态安全评价及时空演变研究

摘要:
由于森林生态系统的安全关系到人类的生存与发展,因此本文以长江经济带1107个区县为研究对象,运用熵权法、ArcGIS和GeoDA软件、重心分析模型、空间相关分析来分析长江经济带森林生态安全指数(ESI),结论如下:(1)森林状态指数中,权重最高的指标为森林火灾受灾率,其次为森林有害生物成灾率和林地面积比率;在森林压力指数中,权重最高的指标为政府林业投入强度,其次为年度造林比例和自然保护区占比。(2)从全域来看,森林ESI值长江上游>中游>下游,长江南岸高于北岸。长江经济带森林ESI值总体水平较低,但在2000—2015年间总体呈上升趋势。从各省看,云南省森林ESI值最高,上海市森林ESI值最低。在此15年间,湖南省森林ESI值提高幅度最大(19.77%),江苏省提高幅度最小(0.76%)。(3)各支流流域森林ESI值排序:赣江>沅江>金沙江>乌江>湘江>汉江>嘉陵江>岷江。从2000—2015年,八大流域的森林ESI值总体呈上升趋势,其中湘江流域增长幅度最大(20.87%),而金沙江流域增长幅度最小(3.6%)。(4)森林ESI值的重心先后经历了在从南往西、从西往东北和从东北往南等过程。(5)长江经济带森林ESI值有较为显著的集聚性,森林ESI值High-High集聚区域主要分布在四川省和云南省,Low-Low集聚区县主要分布在上海、江苏和安徽,其次在湖北江汉平原、四川成都平原较为集中。(6)基于以上分析,本文建议:(1)应注重森林火灾、病虫害防治、林业投资、植树造林等工作。(2)从全域看,生态修复的重点应放在长江下游。从支流流域来看,岷江、嘉陵江和汉江流域应重点加强森林修复工作。(3)应在上海、江苏、安徽等Low-Low集聚区域加强植树造林和退耕还林的力度,而在四川、云南、江西和浙江等High-High集聚区域适当发展木材加工和林下种植等产业。

农业技术(简称农技)推广效率是指农技推广人员完成一定量任务耗用或占用推广资源的情况.农技推广作为连接技术研发和技术采纳的中间环节,其效率的高低直接影响技术成果转化的水平.为了更好地提升技术成果转化的效率,笔者采用DEA分析方法,以湖南省株洲市的农业技术推广服务为例,对农技推广效率进行研究.结果表明,株洲市农技推广中存在综合效率、规模效益、推广人员激励制度等方面的问题.再结合株洲市的实际发展,最后提出了合理规划财政资金、改变传统推广模式、完善推广激励制度等对策和建议.

农林经济管理专业是我国农林高等教育的重要组成部分,国际化农林人才的培养不仅是当前新农科建设的使命所在,更关系到我国强国战略与乡村振兴的方向与质量。在论证农林经济管理专业国际化人才培养重要性的基础上,分析该专业国际化人才培养现状,研究结果显示其存在师资教育能力欠缺、学生评估体系与课程体系不完善和政府工作力度不足等问题。为此提出提升教师水平、完善课程设置、强化课程体系与合理设置教育补贴等政策建议。

Can global value chain participation affect embodied carbon emission intensity?

摘要:
With the deepening of the global division of labor, it is significant to analyze the impact of global value chain participation on embodied carbon emission intensity. It provides implications for countries to address climate issues and improve development quality. The present work uses a multi-region input-output table provided by World Input Output Database to calculate the global value chain participation and the embodied carbon emission intensity of 42 different countries, for the period between 2000 and 2014. In addition, we decompose the carbon emission intensity into the carbon emission intensity embodied in domestic demand and foreign exports demand, and the carbon emission intensity of foreign exports demand is further divided into three types of embodied carbon emission intensity. Then, we analyze how global value chain participation affects the embodied carbon emission intensity, and examine different impacts across different development countries and different types of embodied carbon emission intensity. We also explore the different impacts under different embodied carbon emission intensity distributions. The results show that global value chain participation has a significantly negative impact on the embodied carbon emission intensity. Compared with the developed "north" countries, the global value chain participation of developing "south" countries have a larger negative impact of embodied carbon emission intensity. From the perspective of different types of demand, the impact of global value chain participation on carbon emission intensity embodied in foreign exports demand is greater than that embodied in domestic demand. The quantile regression results show that the global value chain participation at the high quantiles has a greater impact on the embodied carbon emission intensity, which indicates countries with higher embodied carbon emission intensity should participate in the global value chain to expand the production scale while reducing carbon emissions. These results provide relevant material and insights to countries about how their participation in the global production fragmentation affects their greenhouse gas emission profile, which can be used to elaborate structured political measures to address, at the same time, global market inclusion and climate change mitigation. 东道国碳规制对制造业企业对外直接投资的影响研究

本文在扩展的经济地理学理论框架下,采用《中国境外投资企业(机构)名录》和《中国工业企业数据库》合并的微观数据集,分析东道国碳规制对我国制造业企业对外直接投资的影响。研究发现:(1)整体上,通过测算我国制造业行业在2005-2013年的碳排放强度,发现目的地碳规制与我国制造业企业对外直接投资之间存在倒U型关系。(2)在高收入国家,碳规制与我国制造业企业对外直接投资成反比例关系,而在低收入国家,由于清洁技术溢出和能源效率利用方面的比较优势,碳规制与我国制造业企业对外直接投资则成正比例关系。(3)在碳规制达到90百分位时,东道国碳规制和我国企业对外直接投资之间的倒U型关系发生转折,我国制造业企业对外直接投资的能源利用及清洁技术溢出对考察期间内的大多数目的地都能成立。

油价波动下俄罗斯货币政策调控效果研究

通过构建"数量型"和"价格型"俄罗斯货币政策函数,考察油价波动背景下货币政策的调控效果可以发现,尽管俄罗斯货币政策目标的名义锚从汇率转变为通货膨胀率,但是货币政策仍然关注汇率波动。在俄罗斯经济发展的不同阶段,"数量型"和"价格型"的货币政策调控优势各异,其中,货币供给扩张和降息均对产出有正向调控效果; 2012年之前通胀对利率冲击呈现较强的时变特征,2012年之后利率反作用于通胀的效果明显;货币供给对汇率有正向的影响,利率对汇率的冲击正负交错,货币供给和利率对油价的影响也具有一定的时变特征。这也从一定程度上说明面对多元的货币政策目标,俄央行政策选择面临的难题。

The creep deformation of expansive soil has been considered as a vital threat to the safety in engineering construction because it may cause serious slope diseases in geological engineering. Meanwhile, since expansive soil usually remains in unsaturated state, its mechanical property is significantly affected by the seasonal environment. Therefore, the nonlinear deformation of expansive soil has received increasing attention, especially the humidity-dependent creep properties. This study focused on the stability of the unsaturated expansive soil subgrade considering rainfall and the creep behavior. Pressure plate extractor and direct shear tests were performed to investigate the hydro-mechanical and creep characteristics of the unsaturated expansive soil. Both the Van-Genuchten and Burgers models were applied to analyze the test results and inserted into the numerical model of the slope under rainfall infiltration. Results show that the compaction degree and the stress state was closely related to the water holding capacity of the expansive soil. The nonlinearity of the creep behavior became increasingly obvious with the increase of time and the stress level. The safety factor of the slope decreased as the rainfall time increased, and the most dangerous slide of the slope moved toward the foot of the slope. Considering the long-term creep process, there was a period of rapid growth in horizontal displacement that is detrimental to the stability of the slope. Besides, the rainfall infiltration could accelerate the slope failure before and after this creep process. Copyright © 2021 Yao, Li, Xiao and Xiao.

摘要:
Industrial transformation and upgrading is an important step for China to carry out cleaner production and achieve the goal of carbon neutrality. With the help of green finance, we can optimize the allocation of financial resources and promote the optimization and upgrading of industrial structure. In order to explore the impact efficiency and policy effect of green finance on industrial transformation and upgrading in China, through the establishment of VAR model and super-efficiency DEA model, the relationship between green finance and industrial transformation and upgrading and its impact on efficiency are studied. In addition, the Tobit regression model is used to empirically test the impact of public environmental demands, government regulations, and their interaction terms on the efficiency of green finance in promoting industrial transformation and upgrading. The results show that the overall efficiency of green finance in promoting industrial transformation and upgrading is high, but it shows a downward trend, which may be due to the unbalanced development of the green financial system, information asymmetry, and the absence of enterprises from regulation. The impact coefficient of input-oriented government regulation is significantly negative, which indicates that increasing the investment in pollution control may encourage polluting enterprises’ emission behavior to obtain benefits. The impact of performance-oriented government regulation and public environmental demands on efficiency is not significant, which indicates that the supervision and binding force of enterprises are insufficient. Public environmental demands and input government regulations have significant synergistic governance advantages, indicating that the government should enhance the regulatory intensity of differentiated policies. The benefit distribution mechanism is the key to collectively-owned operating construction land (COCL) entering the market. Based on the multiple principal–agent relationship between stakeholders, this paper establishes a theoretical model of COCL benefit distribution, quantitatively analyzes the optimal benefit distribution ratio of stakeholders, and simulates the optimal benefit distribution ratio of each subject's interests under different circumstances. The benefit distribution mechanism constructed in this paper can maximize stakeholder interest and land-use efficiency, stimulate the enthusiasm of participants, and ensure the smooth implementation of policies. The results show that in order to maximize land values, enterprises should also be included in the benefit distribution. The optimal benefit distribution ratio of the village collective mainly ranges from 10% to 20%, and that of farmers mainly ranges from 20% to 30%. The optimal benefit ratio of enterprises and government fluctuates widely, mostly ranging from 10% to 70%, respectively. There are obvious regional differences and industry differences in the optimal benefit distribution ratio of COCL. In developed areas, the benefit distribution ratio of enterprises can be moderately expanded, and the market-led mode can be adopted; in less developed areas, the benefit distribution ratio of local government can be moderately increased, and the government-led mode is more appropriate. Industries with a low cost coefficient and operating income that mainly depends on their own production capabilities should have a higher benefit distribution ratio, whereas industries with a higher cost coefficient and operating income greatly affected by other factors should have a lower benefit distribution ratio. Accordingly, some suggestions are made to promote the orderly introduction of COCL into the market based on stakeholder interest considerations. © 2021 Elsevier Ltd

长沙市作为旅游热门城市,近年来旅游产业蓬勃发展,经济发展迅速,而生态环境是旅游产业与区域经济发展的基石,只有旅游产业、区域经济与生态环境三者协调发展,才能实现绿色可持续发展。利用长沙市2007—2018年的数据,构建3个系统的综合评价指标体系,并分析了三者的耦合协调度,发现三者的发展状况和耦合协调度总体呈现逐年递增状态,近年来生态环境略滞后于区域经济发展,长沙市在发展经济的同时更应该注重对生态环境的保护。

长江中游城市群创新空间关联网络动态演变——基于社会网络分析法的研究

摘要:
运用2008—2019年长江中游城市群28个城市的相关数据,采用社会网络分析法对长江中游城市群创新空间关联网络的结构特征及其效应进行分析。研究结果表明:长江中游城市群创新空间关联网络密度不高,创新联系仍需加强;相对于创新联系围绕中心城市集聚趋势而言,从中心城市往外辐射趋势更明显;四个创新板块与武汉城市圈、环长株潭城市群、环鄱阳湖城市群的国家布局相一致;整体网络中网络密度提升、网络效率和网络等级度下降,以及个体网络中点度中心性、中间中心性、接近中心性增加,均对网络中各城市创新能力具有显著促进作用。
