环境权是一项基本人权。在WTO框架下实现环境权是必要、可行且有效的。WTO以环境保护为其宗旨,已有诸多关乎环境保护的贸易条款。在WTO框架下实现环境权,一方面应充分利用现有制度;另一方面应以人权方式处理贸易改革。
