Collaborative Governance of Carbon Emissions Trading and Carbon Tax in the Context of“Dual Carbon”

在“双碳”背景下，我国已初步建立起以配额式碳排放交易制度为主的碳排放权交易市场，但其在实践中仍存在一定缺陷，需要结合其他碳减排手段进行协同治理。碳排放权交易与碳税在制度功能上具有同一性，能较好地弥补碳排放权交易的不足。为推动碳排放权交易和碳税的协同治理，需要完善相关制度，制定完善的协同治理机制，建立碳减排协同监管执法体制，深化环境司法协同治理改革，确保协同治理成效。
