法治湖南建设是在中国法治国家建设的大背景下,湖南依法治省的具体实践体现.权力制约与监督是法治国家建设的必由之路.为了规范权力运行,湖南省政府采取了很多举措,法治湖南建设取得了明显成效.形成了由科学的决策机制、有效的执行机制、有力的监督机制所构成的权力运行制约和监督体系.通过强化程序,规范重大行政决策,构建了权力运行的科学决策机制.通过加大政府信息公开力度,控制行政自由裁量权,提高行政效率,完善了权力运行的有效执行机制.强化人大的监督作用,充分发挥社会民众和新闻舆论的监督作用,全面落实行政执法责任制,有效完善了权力运行的监督机制.
