The Desisive Factor of Peasant Worker＇ s Going into Town Without Settling Down from the Perspective of Human Capital

面对中国城镇化迅猛发展和各大城镇日益宽松的入户政策,广大农民工对进城落户表现得很冷淡,大多数的农民工选择了进城不落户.本文通过李克特量表法从七个方面设计调查问卷,对湖南常德市临澧县新安镇化当村的农民工进行调查,并采用SPSS软件中"描述分析"揭示了农民工对是否进城落户问题的权衡思考,指出了农民工进城不落户的根源是其人力资源不足,提出了从政府、市场、个人三方面加强农民工人力资本投资的对策.

Facing with the rapid development of china＇s urbanization and flexible policy of settling down in major cities and towns, the majority of migrant workers are indifferent to settling down in the city. This paper designed a questionnaire from seven aspects through Likert sealing method to investigate migrant workers in Huadang village of Xin＇ an town of Linli County of Changde City of Hunan province, and adopts ＂descriptive analysis＂of SPSS software to reveal how the migrant workers view the issue of settling down.
