《湖南省长株潭城市群生态绿心地区保护条例》的出台,为湖南省地方生态立法提供了示范,开启了立法保障绿色湖南和两型社会建设的先河。随着该条例的实施,湖南省地方生态保护的整体制度设计开始提上地方立法日程。为了满足跨行政区生态环境管理的实际需要,湖南省地方立法机关应当充分行使地方生态立法权,全面清理与长株潭城市群生态保护有关的地方性立法,进行地方生态保护的整体制度设计,动员社会力量督促地方政府切实履行生态绿心地区保护职责。

The Regulations on Protection of Eco-Green Heart Area in Changzhutan Urban Agglomeration has set a good example for Hunan local ecological legislation.And also,it requires local legislative organ to design an integrated legal system for meeting the needs of local ecological protection and cross-region environmental management.The local legislative organ should provide an integrated legal system for ecological protection in Changzhutan urban agglomeration,and set up a legal mechanism of public participation for preventing the l...
