民族问题是社会问题的基本存在,民族政策是促进民族地区全面发展的主旋律.自古以来,民族政策的移植与创新是国家政治决策的主轴, “夷人治夷”“和亲政策”等封建王朝时期民族政策的涌出,极大地促进了民族关系的发展,并在长期发展中成为马克思关于民族问题与民族政策凝聚的最佳佐证,而且随着本土化移植不断升华,为民族地区新型社会主义民族关系的确立开创了中华民族关系的新纪元.
