在农业产业化和农业现代化快速推进的背景下,村级集体经济面临来自系统内外的巨大压力。如何发展村级集体经济以保障农村的和谐稳定、繁荣发展已然成为了"三农问题"研究的核心关注点。文章以衡阳市为例,基于对村级集体经济的内涵的把握,通过对衡阳村集体经济发展现实的分析,提出了衡阳市村级集体经济面临着发展水平低,发展道路狭窄,无法适应新农村建设需要等诸多发展问题。基于对上述问题的考虑,文章从资源禀赋、股份合作,精英治理和民主管理等四个方面提出了衡阳市村集体经济发展的实现路径。
