绿色发展成为当今世界新的发展主题,科技创新是绿色发展的第一驱动力,绿色发展与科技创新的关键在于强有力的科技金融中介体系支持。湖南省科技金融中介体系建设具有银行机构体系建设不断完善、非银行机构多元化发展且深层次创新两大总体特征。湖南省当前科技金融中介体系存在中介体系提供的融资渠道仍然狭窄、中介体系运转配套机制不完善等问题。完善湖南科技金融中介体系可在以下方面着力:推进先行且强有力的担保体系建设;打造银行业金融机构服务新模式;推动科技企业股权交易市场发展;统筹推进小额贷款公司全面正规化发展;全面推进科技保险服务体系建设;加快系列金融配套服务机构快速发展。
