Vulnerability Assessment of PPP Project Organization Based on Structure Entropy Weight and Blind Number Theory

PPP项目周期长且不确定影响因素多，作为项目的直接承担者，PPP项目组织的稳定性对项目成败与否至关重要.首先界定了PPP项目组织脆弱性的概念并分析了其主要特点，然后从外部环境、暴露性、敏感性、适应性4个方面识别出25个主要影响因素，在此基础上构建了PPP项目组织脆弱性评价指标体系.综合运用结构熵权法和盲数理论构建了PPP项目组织脆弱性评价模型，对Y省某高速公路PPP项目进行了分析，结果表明该方法能够很好地评价PPP项目组织脆弱性的真实状况，并能有针对性地发现存在的原因，从而为政府和社会资本采取有效措施、维护PPP项目组织稳定性提供科学决策依据.
