我国生态环境保护司法体制在过去已形成了“刑事为主、民事为辅、行政短腿”的内部格局，其改革的基本走向为生态环境保护司法专门化。基于地方改革成果判断，我国生态环境保护司法的内部体制将定格为“三审合一”模式。将已归队的林业审判机构改造为生态环境保护审判机构，能够推动整个生态环境保护司法体制的完善。相应地，将森林公安改造为脱离行业控制的生态环境警察，专司生态环境保护刑事案件侦查之责，能够支撑生态环境保护司法外部体制的下游体制。

At past, china has formed an interior Judicial System of Eco - Environmental Protection with criminal trial as the mainstay, and civil trial as supplements, and administrative trial as weakening. Now, it is expected to justice specialization. From the view of local practices, the trial mode would be designed to the mode of Three Trials in One Trial. The forestry judicial system has successfully been reformed as normal ecological judicial system in local practice and it would improve the reform of whole Judicial System for Eco - Environmental Protection.
