分析了林权制度改革后森林防火面临的主要矛盾:与新形势依法治火机制的矛盾、森林防火资金投入机制与村民经济条件差的矛盾、基础设施建设与资金有限的矛盾、森林消防专业队伍建设与农村劳动力不足的矛盾,提出了林改后森林防火机制创新的重点,即火灾管理理念创新和林火预防技术创新,建议开辟防火隔离带或种植生物防火林带、推广光控电子祭祀灯、推行森林火灾保险、签订各种森林防火责任状来提高森林火灾预防效果.
