湖南省林改试点基本情况调查结果表明,林地流转过程中的问题与制度冲突主要有:早期非规范流转造成历史遗留问题多、流转市场建设滞后、流转中介服务机构缺位。为此,提出林地流转制度建设建议:包括妥善解决非规范流转的遗留问题、建立规范有序的流转市场、成立森林资源收储中心,试行林木林地储备等。
