森林资源是维持大气中碳平衡的重要杠杆.森林资源保护红线既是维护国家生态安全、保障人民基本生态需求的森林资源保有量的最低数量界限,也是保障森林资源发挥减缓气候变化作用的数量底线.我国《森林法》应当确立森林资源保护红线理念,将森林资源保护红线纳入各级政府工作考核指标,创新土地规划制度,走出“林地”概念的怪圈,健全碳汇林业制度体系,以确保森林资源在应对气候变化中的特殊作用.

Forest resource is an important lever in carbon balance. Forest Resource Red Line is the lowest limit of the forest resource inventory for safeguarding ecosystems, satisfying people ＇ s basic ecological needs as well as mitigating climate change.
