目前中国耕地污染问题日趋严重,现行有关耕地污染防治的法规分散而不系统,不能为耕地污染的防治工作提供有力的法律支撑和法律保障。文章在分析德国、美国、日本耕地污染防治立法及法律制度的基础上,在《土壤污染防治法》起草的背景下,根据《土壤污染防治行动计划》的相关要求,就中国耕地污染防治立法及法律制度构建提出几点建议。
