世界贸易组织多哈回合出现了以谈判集团为载体的谈判模式。这一谈判模式一方面以集团内部的沟通与协调为基础,减小了谈判成本,提高了谈判效益,推动了多边贸易体制谈判的民主化、透明度;但另一方面,集团的产生也使得谈判中的利益协调更趋复杂,达成最终协议的难度增大,多哈回合谈判还需要更多的时间来完成。
