农地不仅具有基本的经济产出价值,同时还具有生态价值和社会价值。由于其市场机制的缺陷,对农地资源价值认识不充分,将会导致农地征收过程中农地补偿标准过低和农民权益损失。基于农地资源三类不同的价值,分别运用了相应的计量模型对湖南省2005—2014年的10年被征收农地资源的价值进行了估算。结果显示,过去10年农地征收过程中,湖南省农地资源价值非市场价值损失高达56亿多元,并呈现逐年递增的趋势。因此,今后必须要重视农地资源的生态价值,提高农地资源的保护意识,更好地保障农民权益。

Land not only has the basic economic output value, but also has ecological and social value. However, the defects of its market mechanism make people lack of full understanding of farmland value. Inadequate understanding of the value of farmland resources will lead to low standard compensation of land and lose of farmers＇ rights and interests in the process of expropriation.
