：当代地方治理思想和实践发源于20世纪80年代初中期的英国，并逐渐成为发达国家政治与行政改革的一个重要方向。地方治理是当今整个治理思想和多层治理结构中的重要的组成部分。“多中心”治理理论、集体行动理论、社会资本理论、协商民主理论、社群主义思想理论及“第三条”道路理论是西方地方治理的主要理论基础。近年来中国学者对地方治理的研究，主要体现为以府际治理为核心，以乡村治理、社区治理、NGO治理为具体叙述对象。我们认为，理论积累与地方治理研究的规范化、问题意识与地方治理研究的中国化、深度调查与地方治理研究的实证化是中国地方治理研究走向繁荣的必然趋势。

The contemporary thought and practice of local govemance, originating from the Britain in the early and mid-1980s, gradually become an important political and administrative reform direction in developed countries.
