两网融合是实现城市生活垃圾"减量化、资源化、无害化"和"无废城市"建设的重要途径,政企合作亦是城市生活垃圾与再生资源回收供应链项目建设的必然选择.两网融合项目具有投资规模大、建设及盈利周期长、社会环境效益显著等特征,基于PPP合作模式,考虑政府与企业行为特征,引入政府积极引导、正常引导,企业积极配合、被动配合下成本与收益参数,构建面向两网融合的城市生活垃圾与再生资源回收供应链政企合作演化博弈模型,通过数值仿真分析政府积极引导、企业积极配合下,参数变化对政企合作行为的影响,并给出面向两网融合的城市生活垃圾与再生资源回收供应链政企合作策略.
