长江经济带地域辽阔，流域沿线工业化与城市化程度相对较高，生态环境污染跨区扩散现象严重，行政区碎化且综合治理难度较大，生态治理体系呈相对“结构化割裂”特征。基于多层级治理视角，从高位统筹、机构机制、组织结构、人员安排、经费投入等方面入手，纵向构建四个治理层级，强调层级间的交互关系；横向建立“市场—政府—社会”治理主体结构，并强调层级内的协作关系，形成了多层级、多主体的网格化协同治理组织框架。新的协同治理体系采取“正金字塔与倒金字塔叠加”方式构建的整体治理体系，由统分结合的生态治理府际竞合权力配置结构、“四层级+三主体”的网格化协同组织结构、生态治理...
