推进湘江流域生态环境治理体系现代化是打造湖南“三高四新”新发展格局和实现生态文明建设的重要组成部分。通过分析湘江流域生态环境多元共治发展现状,发现在现阶段湘江流域生态环境治理实践中存在多元主体协同治理的目标差异、社会主体和市场主体的参与度较低以及多元主体之间的合作机制有待完善等问题,影响了湘江流域生态环境多元共治机制的有序运转。为破解上述难题,从系统论的视角出发,通过论证各参与主体与生态环境之间的责任关系以及各参与主体之间的协同关系,分别从政绩考核制度、生态补偿机制、社会主体参与渠道以及多元主体的合作方式等四个方面设计了湘江流域生态环境多元共治的优化...
