以推动天然林保护立法为目的,采取政策解读、法律分析与实证研究相结合的研究方法,得出以下结果:1)天然林保护立法在价值取向上应当彰显国家生态安全和经济社会可持续发展价值;2)天然林保护立法在基本原则上应当坚持全面保护与突出重点、尊重自然与科学修复、生态为民与保障民生、政府主导与社会参与相结合;3)天然林保护立法的制度设计重点在于:明确天然林的范围,并实现与公益林并轨管理;夯实各级政府责任;制定天然林保护专项规划和实施方案;明确天然林保护修复具体措施;确定天然林保护重点区域及其管理措施等。研究结论认为,我国单独制定《天然林保护条例》符合《天然林保护修复制度方案》的政...
