环境治理体系建设是基于环境政社共治的理念下,以党委为统领、政府为主导,在此基础上企业为主体、社会组织和公众协同参与环境治理,通过平衡各方利益、协同解决冲突和促进公共利益,达到担负环境责任与环境利益的最大化,其显著特征是以政府主导为关键、以权责明确为核心、以政社共治为理念。目前,政社共治下环境治理体系建设还存在着法治建设有待完善、主体权责配置欠科学、监督体系执行不够有力、企业未能主动履行主体责任、社会力量参与行动力不足等现实困境。为提升现代环境治理能力和成效,亟需以完善环境政社共治的法治保障、科学设计环境政社共治的权责配置、强化环境政社共治的监管体系、激...
