林业既是碳汇产业,又是生态产业,是绿色发展的优势和潜力所在。林业供给侧结构性改革事关林业行业的发展和国家供给侧结构性改革成效。＂十二五＂期间,湖南林业产业保持了良好发展态势,显示出较强的韧性和较大的潜力。但湖南林业同样面临我国现代林业发展普遍存在的林业产业化程度不高,结构不优、林业开发利用技术不成熟,创新能力低、林业资源保护与管理形势严峻等问题。湖南林业要想做好供给侧改革,着力推进森林资源和林业产业的绿色发展,唯一的出路在于找准改革的着力点,通过加强生态建设,加快推进林业资源保护治理能力的现代化。
