集体林确权到户后,农户成为集体林区商品林、公益林的主要生产经营主体。本研究以湖南省为例,根据农户家庭林地资源异质性将农户分成:商品林农户、公益林农户和兼有林农户,建立资源异质性农户林业生产资金、劳动力投入决策行为联立方程组,采用Biprobit模型实证研究相关林改配套政策对3类农户林业资金、劳动力投入决策行为的影响及差异。研究结果表明:林改配套政策对商品林农户林业生产投入决策行为有更积极的引导和激励作用;较低的生态补偿标准和严格的限额采伐降低了公益林农户投入意愿;林改配套政策对兼有林农户林业生产投入决策行为的影响暂时较模糊等。
