城市林业在城市生态文明建设中扮演着基础产业和公益事业的角色。城市林业法制建设应当以建设城市生态文明为价值目标,以解决城市雾霾问题为出发点,在我国的法制实践基础上,结合国外先进的城市林业法律制度,确立城市林业理念,理顺城市林业管理体制,扩大公众参与途径,以实现城市林业生态、社会、经济效益的最大化。

Urban forestry plays a role of basic industry and public welfare undertaking in city eco-civilization construction. The legal system construction on urban-forestry should target to the value goal of urban eco-civilization, and its starting point should be the solution or urban-smog. On the basis of current legislation, referencing to foreign advanced urban forestry legal system, China should set up legislative concept of urban forestry, build a unified management system of urban forestry and broaden the ways of public participation so as to max...
