城步国家公园体制试点区存在空间破碎化、保护价值差异大、管理体制不顺、资源权属不明晰、人财物缺乏、人地矛盾突出等问题。在此基础上,提出了整合拓展原有保护地、改革管理体制、明确资源权属、完善资金保障、控制常住人口、建立社会参与和监督机制等相关对策。
