国家已将《气候变化应对法》纳入立法计划,并将林业纳入应对气候变化的重点领域。《森林法》应当为公众参与应对气候变化提供法律保障,参考新《环境保护法》的规定对公众参与制度进行整体设计。同时,还应针对林业的特殊性,建立森林碳汇教育制度和林业建设志愿者服务制度,并将全民义务植树活动改造为志愿者行动。

China is planning to make a law in response to climate change, and forestry would be the key field response to climate change. The forest law should be revised in a way of integrated design on public participation by referring to legislative experience of new environmental law.
