社区管理是社会管理的重要组成部分,农村小城镇社区的管理关系到社会的稳定与社会建设的纵向发展,加强对小城镇社区的建设及管理创新有着重大意义。目前社区管理中存在着政府主导型、社区自治型、混合型的三种基本模式,三种管理模式在社区管理中的有着不同的特点。在比较分析三种基本模式的基础上结合小城镇社区建设的特点从社区组织独立性、资金渠道和管理制度与设施三个方面分析小城镇社区管理存在的问题,并有针对性地提出了培养社区管理人才、拓宽资金渠道、完善管理体制和建立三位一体的管理模式的建议。
