借助基于成本效用理论的生产要素投入量均衡模型分析政府采取的各种控制森林减少的政策手段,如:给林产品提供补贴、降低农业补贴、降低关税、实施贸易保护等的实施效应.得出结论:这些政策手段的使用,不管是在长期或短期内,都会使森林面积继续减少,因为这些政策并不能消除造成森林减少的根本原因--市场失灵.因此,创建能正确估价森林生态价值的市场机制和"碳吸收服务"市场,是今后解决森林减少问题的重要思路.

By using the production factors input equilibrium model based on the cost utility theory,environmental policies and measures of government controlling forest reduction were investigated and analyzed.They are： providing the subsidy to the forest product,reducing the agricultural subsidy,desearcing the customs duty,implementing trade protection and so on.The conclusion is： these policies and measures,no matter in long-term or short-term,will always cause the forest area reduced continually,because these policies can not eliminate the basic reas...
