湖南省探矿权出让制度将国家探矿权出让政策规定的“申请在先”方式出让的探矿权一并纳入了招拍挂范围，按照评估价1．5倍收取地勘单位有偿处置探矿权价款。这些做法有积极的一面但不利于地质勘查市场更好地发展。湖南省探矿权出让制度应与国家探矿权出让制度保持一致，并建立健全协议出让探矿权制度、地勘单位价款转增资本金制度、合理完善价款评估制度等等。

The prior application right of exploration tendered in national grant system was fited into the auction list inHunan province exploration right. Prospecting unit is granted a right of exploration before paying the purchasing price, and the purchasing price is 1.5 times of estimated price.
